Sweep the U.S. Congress Clean

                                            THE STARS & STRIPES REFORM PARTY   

We are losing the political heritage entrusted to us by the Founding Fathers. Their vision of a constitutionally restrained government has been violated many times by Presidents and the U.S. Congress. Politics in Washington D.C. today is totally dysfunctional due to partisan politics, doing more harm than good. Both parties are battling for power while out-of-control spending and an exploding national debt threaten to plunge the United States into a devastating depression.


Mission:  The Stars & Stripes Reform Party is dedicated to reforming politics in Washington D.C. and rescinding laws, policies and practices that violate constitutional principles. We support loyalty to the U.S. Constitution, state sovereignty, limited government and free market principles. We shall reduce the deficit, national debt, spending, create jobs, inspire economic growth and govern in harmony with the Constitution. We offer a no-nonsense blueprint for governing with a broad legislative agenda and goals and objectives that are practical, achievable and designed to yield desired outcomes into the future. Independents, moderates, libertarians, conservatives and disillusioned democrats would welcome this platform for 2014 and 2016 elections.

Governing Principles: Constitutional safeguards meant to limit and restrain government, promote freedom and prosperity and empower citizens have been grossly abused. To set the U.S. back on track, damages done to the Constitution and rights of citizens and states shall be reversed, as follows:


  • Sovereign States’ rights shall not be infringed or violated.
  • Laws, regulations and executive orders that levy new taxes, user fees, etc.,on citizens, states and businesses shall require passage by two thirds of the members in both chambers of Congress.
  • Laws, regulations and executive orders that violate protected citizen rights and infringe upon or violated authorities and responsibilities vested in Congress shall be prohibited.
  • The Department of Education shall be abolished; States shall be independently responsible for educating its citizens.
  • Each state shall decide all matters and issues related to abortions, civil marriages and minimum wages
  • Laws that affect the general public shall apply equally to members.
  • Money shall be drawn from the U.S. Treasury only if authorized by the Constitution and laws enacted by Congress.
  • ObamaCare shall be replaced with Health Saving Accounts.
  • The United Nations shall be invited to relocate to another foreign nation no later than the end of 2015.
  • Programs functioning across agencies shall be consolidated in a single department.
  • Fannie Mae and Freddie Mac shall be privatized.
  • Bailouts for states, cities and for-profit businesses shall be prohibited.
  • Bills passed by the Senate or House and sent to the other body shall be put to a floor vote within 45 days.
  • Failure to pass required budgets and appropriation bills by 15 September shall result in withholding member salaries until signed by the President. 


Cost, Size and Scope of Government


  • Required annual budgets and appropriations bills shall be reduced 5% a year for five years; 3% the next five years and shall include the White House and Congress.
  • Funds for non-government entities, e.g., PBS, NPR, AMTRAK, etc., shall be reduced 20% a year for five years; all other subsidies shall be reduced 10% a year for five years; 5% the next five years.
  • Earmarks and loop holes shall be prohibited.
  • The congressional travel budget shall be reduced 10% a year for five years.
  • Foreign Aid and payments to the United Nations shall be reduced 10% a year for five years.
  • Automatic salary increases for members shall be prohibited.
  • The federal workforce shall be reduced to the January 1, 2009 level.
  • Federal transportation for personal travel by members, executive branch and federal employees shall be prohibited.
  • Members shall be allowed two round-trip coach fares per month to states from which elected.
  • Congress shall adjourn from July 1st to August 31st and from November 15th to January 15th and reconvene only for national emergences. Federal transportation shall not be available while Congress is adjourned.


Federal Taxes


  • Income tax rates for individuals, corporations, small businesses shall be reduced 5% a year for five years; 3% next five years.
  • The IRS shall be replaced by a simplified system, e.g., Flat or Fair Tax.
  • The Estate (death) Tax and the Alternatifve Minimum Tax shall be rescinded.   
  • Fifty percent of federal taxes collected from States shall be returned to States from which obtained and be the sum total of all funds sent each year, except when funds are required for damages caused by natural disaster.


U.S. Borders and Illegal Immigration: Twelve million illegal aliens are  in the U.S. because it’s impossible to effectively: (1) seal 7,458 miles of borders between Mexico, Canada and the U.S. and 5,089 miles of shores of eastern, western and southern states; and (2) prevent people from going where they are determined to go (e.g., East Germans bolted to West Berlin despite armed guards, attack dogs and high walls). The only solution is to make it illegal and  penalize those who fail to ascertain the legal status of foreigners by contacting E-Verify before assisting, sheltering and hiring them. Proposed penalties, if adopted, would make it difficult for them to remain in the U.S. after entering. Billions of dollars a year would be saved by the federal government and states every year without the need to increase budgets.


  • Those who assist illegal aliens to enter the U.S. shall be fined $10,000 for a first offense; $15,000 second offense; $25,000 for a third offense and serve six months in jail.
  • Property owners who shelter illegals shall be fined $10,000 for a first offense; $15,000 second offense; $25,000 for a third offense and serve six months in jail. 
  • Businesses that employ illegal aliens shall be fined $10,000 for a first offense; $15,000 for a second offense and have their license suspended for one month; $25,000 for a third offense, forfeit license and serve six months in jail 

    Amendments to the U.S. Constitution: Paragraph 1, Sections 2 and 3, Article 1, establishes term limits for members of Congress – six years for Senators, two years for Representatives.  Once ensconced in the Capital, they often decide to pursue a career in the most prestigious and lucrative Club in America -- the U.S. Congress, requiring that they adhere to the “established” way of doing business. Loyalty to Party takes priority over their Oath creating partisan politics and gridlock. To end long careers and eliminate the need tosolicit campaign donations while in office, members of both chambers shall be limited to one four-year term in Congress.

  • Amend Par. 1, Sec. 2, Article 1 to read: The House of Representatives shall be composed of Members chosen every four years by States divided as equally as may be into three classes so that one-third may be chosen every four years, and Electors shall have the qualifications requisite for Electors of the most numerous Branch of the State Legislature. Members shall be limited to one four-year term.
  • Amend Par. 1, Sec.  3, Article 1 to read: The Senate of the United States shall be composed of two Senators for each State, chosen by the Legislatures thereof, divided as equally as may be into three classes so that one-third may be chosen every four years, and each Senator shall have one vote. Members shall be limited to one four-year term.
  • Amend Section 1 of the 14th Amendment to read: Only persons born to parents who are citizens of the United States and subject to the jurisdiction thereof are citizens of the United States and the State wherein they reside.
  • Amend Section 7 by adding: Budgets and appropriation bills required by law and signed by the President shall not be exceeded.

Ethics and Standards of Conduct: Members swear an Oath to execute their duties in a manner worthy of trust given by constituents and to govern with integrity. Soon, lobbyists, special interests, campaign donors, unions, etc., relentlessly seek favors resulting in onerous and costly laws, policies and job-killing regulations. Special Prosecutors appointed by the U.S. Attorney General shall investigate violations of the following standards and report findings to Congress within 90 days. Findings of wrongdoing shall result in reprimand, censure, or expulsion from Congress. Criminal violations shall be referred to law enforcement authorities. The following standards shall be adopted.

  • Members and staffs shall be prohibited from accepting funds, gifts, favors and preferential treatment from lobbyists, campaign contributors, foreign governments, unions, and entities doing business with the U.S.
  • Participation in Insider Trading and Initial Public Offerings shall be strictly prohibited.
  • New members shall report all financial holdings to the FEC NLT 15 days prior to taking the Oath of Office.
  • Federal and state income tax returns and financial statements shall be filed with the FEC NLT 1 May each year. 
  • Civility and respect between members while Congress is in session shall be the rule and strictly enforced.



Adoption of the Governing Principles and Standards of Conduct Will:


  • Crush the Progressive, Socialist, One-World movements.
  • Preserve our nation as a Constitutional Republic.
  • Promote economic growth and jobs.
  • Reduce the national debt and the cost, size and reach of government..
  • Restore integrity and sanity to the nation's fiscal systems.
  • Restore honor and respect to the Office of the President and the Congress.
  • Increase and improve national security.
  • Reduce the flow of illegal aliens into the United States.
  • Reduce corruption in the U.S. Congress.
  • Remind members that they are civil servants elected to serve the people, not the other way around. 


America will arrive at a fork in the road in 2014 and 2016, forced to decide which way to turn -- go left and be on a slippery slope to socialism, tyranny and one-world order, or go right to restore America’s founding principles. The GOP is divided and dispirited.  If  democrats regain the House in 2014 it could mean 10 more years of radicals in control of government and would allow for two or three liberal Justices added to the U.S. Supreme Court. The stage would then be set for transforming America into a tyrannical centralized government under Marxist dogma and doctrine.


We must unite to return power to the people in order to reverse the decline and destabilization of America. Voters yearn for a new generation of politicians energized by a vision of America held by the nation’s founders. The U.S. Congress should be swept clean of career politicians and replaced by leaders and members who are dedicated fiscal conservatives, articulate, dynamic and courageous. Voters want to be given a choice between how democrats and the GOP govern and how a new political Party would govern. The Stars & Stripes Reform Party provides that choice. Churchill said, "A politician thinks about the next election -- the statesman thinks about the next generation."  We are that generation

A Few Words about Me


I'm not a member of a political group or movement. I served with the U.S. Army in various roles for 37 years in Washington, D.C. and foreign countries, experiences that formed a deep appreciation for the freedoms Americans enjoy, as well as an awareness of dangers that exist within and beyond our borders. Stars & Stripes Party's Contract with America II is based on my love of country and a growing fear that there's an enemy within masking itself as “the party of the people” while striving to transform America into a centralized tyrannical regime dedicated to replacing the U.S. Constitution and Bill of Rights with Marxist dogma.

During 15 years in Korea, Vietnam, Iran, and Germany, I was exposed to diverse histories, religions, cultures, traditions, etc. Not once, however, did I observe the same degree of respect for freedom, liberty, opportunity, public safety and order that we enjoy. It’s said that one must travel to foreign lands to fully appreciate the gifts of liberty and freedom we take for granted. I agree wholeheartedly. 

God had a presence in  this land before its discovery. Columbus’ journals reveal that the reason for his explorations was to carry the message of salvation through Jesus Christ to undiscovered lands. I believe God guided the first ships to our shores with persecuted freedom-loving Christians. What makes America special is evident from her origins as a Christian nation. God continues to bless America as it remains loyal to Christian doctrine imbedded in founding documents created by leaders who began each session of the First Continental Congress praying on their knees.

Christianity’s loyalty to freedom and Islam’s goal to dominate the world in the name of Allah is the reason for today’s war on terrorism. Prophets of the Bible predict that the war to end all wars, Armageddon, will take place in Israel. Could Islam’s reliance on terrorism as the means for gaining control of the world be the trigger that causes earth’s final conflict between good and evil?
